Although, in most of Exodus, God is actively disclosing Himself to the nations and to His people, the first two chapters cover hundreds of years in which God is relatively silent. During this time of seeming inattention, however, God continues to govern the affairs of His world, teaching us several invaluable lessons about His divine providence.
